The first settlement in the Harbiye district started in 1870. The reason for this is that the non-Muslim people living in this region, which became homeless in the great Tarlabaşı fire, built masonry buildings and turned this place into a settlement. In this period, military and administrative structures were started to be built in the region as well as residences.

In 1864, II. The Mekteb-i Harbiye building, which was built by Abdülhamit, is also here. The district was named Harbiye because this military building is here. Mekteb-i Harbiye (Black War College) was established in 1834 by the order of Sultan Mahmut II.
